WILBERFORCE, Ohio - Central State University police arrest a man they say was looking in windows around Foundation Hall. Officers spotted David Winters, and arrested him after a chase.  Winters is a CSU student.  The officer hurt his knee during the chase.

Police say they found pictures on Winter's cell phone of a dorm resident who was undressing.  They say he tried to break in through a dorm window after he saw a couple having sex.  Winters is charged with burglary, attempted burglary and obstructing official business.
