Killer dog's owner gets $25 fine
VANDALIA, Ohio -- A man whose mastiff mix attacked and killed a miniature dachshund gets off with a $25 fine.
That was the penalty for Douglas Pelsor, 29, who also paid $111 in court costs, in Vandalia Municipal Court..
He was charged with the minor misdemeanor of having a dog at-large.
The incident happened October 5th when the large dog killed the miniature dachshund, Sophie, owned by Julie Sheil.

(4)(a) Vicious dog means a dog that, without provocation....meets any of the following:
(ii) Has...killed another dog.
955.22 Confining, restraining, debarking dogs.
(D)....no owner....of a vicious dog shall fail to do either of the following:
(c) Muzzle that dog.
(E) No owner....of a vicious dog shall fail to obtain liability insurance with an insurer....of not less than one hundred thousand dollars...
