As was demonstrated on Monday, a few extra things have made it into the bill along the way, making the bill go from an original $83 billion as proposed by the White House to $106 billion.

Here is one that caught my eye, a provision that is identical to one in the 2007 Coast Guard Authorization bill, to give special attention to one particular ship:

"Notwithstanding sections 55101, 55103, and 12112 of title 46, United States Code, the Secretary of the department in which the Coast Guard is operating may issue a certificate of documentation with a coastwise endorsement for the vessel MARYLAND INDEPENDENCE (official number 662573)."

Now if this is the right boat - and I think it is - this used to be the yacht that was owned by the state of Maryland, and used by the Governor. But a few years ago it was sold by the state.

What exactly this provision does, I'm not sure, and why is it needed? Maybe some of you super internet sleuths can figure some of it out while you are blowing off work.

It is sponsored by a Maryland Congressman, Democrat Dutch Ruppersberger.

Moving on to other provisions, this bill for Iraq & Afghanistan also includes $50 million for extra money to fight wildfires for the Department of Interior, and $200 million for the same for the Agriculture Department.

The bill has $71 million for a long overdue upgrade of the radio system for the U.S. Capitol Police, so that people like me can't listen in on their transmissions using a regular radio scanner.

The "Military Construction" part of the bill has some interesting line items as well. One would expect that a bill dealing with two wars would have military spending.

But you might not expect that some of that money would go for "child development centers" at U.S. military bases.

I am sure that child care facilities are vitally important to the military. Whether they should go in an emergency war supplemental is another question for your consideration.

But there it is, on page 218 of the report, there is $15 million for a Child Development Center at Camp Pendleton in California; the Washington Navy Yard gets one for $9.3 million; the Pearl Harbor Naval Station in Hawaii gets one for $32.2 million; others include the Patuxent River Naval Air Station in Maryland, Camp Lejeune in North Carolina, the New River Marine Corps Air Station in NC, Parris Island in South Carolina, Little Creek Naval Amphibious Base in Virginia, the Quantico Marine Corps Base in Virginia and the Whidbey Island Naval Air Station in Washington State.

In all, the bill includes $235 million for Navy and Marine Corps Military Construction projects - about $173 of that is for child care centers.

If I didn't know any better, I would almost call those earmarks.

One more local item from the bill is, "SEC. 1001. None of the funds appropriated in this or any other Act may be used or disestablish, reorganize, or relocate the Armed Forces Institute of Pathology."

That's located in Washington, D.C., meaning someone big is behind that provision.

Whew. We're only through page 73 of 253. That means more items that have been "Stuffed in the Supp" tomorrow.
