The Next Spending Bill

There is nothing like an "emergency supplemental" spending bill in the Congress to realize what the standard operating procedure is for lawmakers - adding even more money than what the White House has asked for.

The 2009 example is a war funding bill for Iraq and Afghanistan. President Obama originally asked the Congress for around $85 billion after adding in $1.5 billion for swine flu money.

Then Congressional Democrats got their hands on it.

Led by Appropriations Committee Chairman Rep. David Obey (D-Wisconsin,) Democrats added just over $9 billion in all, including money for a variety of things that the military hasn't asked for, along with extra flu money.

First, there is $2.2 billion extra for the production of eight C-17 cargo planes, an aircraft which is being targeted for cutbacks by the Obama Administration.

Then there is $904 million for eleven C-130 cargo jets.

If you guessed that the Pentagon didn't ask for that either, then you get a gold star for today.

The C-130 has long been the focus of such moves no matter which party is in charge in Congress, which drew the following letter writing campaign:

"Seven C-130 cargo planes were added to the military budget at a cost of $422 million, even though the Pentagon didn't ask for them," complained a more liberal group (that I had never even heard of) called ProgressiveSecretary.org back in November of 1998.

That's right - 11 years ago we were having this same battle type of extra spending battle when the Republicans controlled Congress.

Where are those C-130s produced?

"The planes are made in Marietta, Georgia, hometown of then House Speaker Newt Gingrich," the letter went on to say.

While Gingrich is long gone from Congress, his fellow Republicans from Georgia - and Democrats as well - have been fighting every year to make sure their Lockheed production plant in Marietta builds more C-130s and F-22s.

Even if the Pentagon hasn't asked for the planes.

The C-17s are built in Long Beach, California, which is much more of a Democratic stronghold. But pork - er, excuse me - home state legislatively directed projects - are cool for both parties.

As for the rest of this war supplemental, Democrats also bolstered money for swine flu programs by adding another $500 million to the President's request to make it a $2 billion effort.

I'm sure that will draw some catcalls in coming days. But back to the military money.

Democrats also increased a request for MRAP vehicles (Mine Resistant Ambush Protected) by over $2 billion to almost $5 billion overall.

As I told Neal Boortz yesterday, a lot of these military items have become jobs programs for lawmakers.

If you cut money in the defense budget for a plane or a ship, you are cutting jobs in someone's state and district.

And there are weapons systems cuts coming down the pike on Thursday in the details of the President's budget for the military.

I can't wait to see how much Congress adds overall to this supplemental spending bill - and whether there is any legitimate effort to find a way to offset any of this money.

Don't hold your breath on that one.
